Who said anything about Visual C/C++? It is only one of a number
builders. What about mingw - native Win32 port of gcc? You support
mingw as cross-compiler, but not as native compiler. I do not know why
you choosed hard-way.

Well, it was worth to try, and here results:
Downloaded and installed Ruby.
run ruby Rakefile
got error: "Rakefile:14:in `<main>': uninitialized constant FileUtils
I would like to provide you patches, but so happened I am not Ruby
specialist to resolve weirds bugs. I do not think skill sets
"configure native build Windows environment" and "fix weirds bugs in
ruby/rake" are compatible.
