I think you're doing it the wrong way. You cannot just concatenate
clusters like that. The timecode of different sources will definitely
not match. At the very least you need to modify the timecode in each
cluster you add to your "stream".

That's because VLC was made to work with concatenated Segments (ie
whole files) unlike MPlayer. Haali's splitter on windows should be
able to do that as well.
