I want the attachments in many places because the attachments need to be
corresponded to the time.
I agree with you that segment info and track info should be before anything.

As mosu's comment, I will try to write my own muxer and application to write
and read that layout.
mkv file is so flexible so I hope we can do everything on it.

If you are working on DASH and Matroska you may be interrested in this
document:

But what you are having is a player issue. You should ask that question to
the VLC people. This is the way they handle it.

First it's better if segment info and track info are before anything
else (apart from meta seek). Multiple meta seek is discouraged, and
even if used only one level of indirection is usually
admited/supported.

Now is there a reason you would not want all the attachment data in
one place in the file ? Anytime the player will want an attachment it
will need to parse a lot of data to find the one it wants...
