The Matroska MAN page has an example of an OGM-style chapter listing,  
and the Matroska documentation (on the web site) has an example of an  
XML chapter listing (which includes the ability to list details on  
the chapter and sub-chapters). From there, just run MKVMerge and  
specify your chapter file.
