I think you could get away with only 16 Class A ID's in Matroska. You would
just want to only use them on the most commonly used elements, ie. the
BlockGroup ID's. Possibly the CRC element. Other elements could easily be
Class B or C. Of course, this isn't really an option as files are always
being created.
