Latest Update :

Konstantin has translated the 'Contact' and 'Forum' pages also, and it 
seems that

<meta http-equiv="Content-Type" content="text/html; charset=windows1251">

is the way to go, as Mozilla can read that also ( hopefully ).

S_O is about to fix it he told me, i am really glad for the help :) !
