[Matroska-devel] [proposal] new Matroska element CueDuration

I propose to add the following new Matroska element:

CueDuration, child of CuePoint (therefore sibling of CueTime)
- not mandatory
- not multiple
- unsigned integer
- no default value
- ID 0x53 b3

Description: "The duration of the block according to the segment time
base. If missing the track's DefaultDuration does not apply and no
duration information is available wrt. the cues."

Rationale: Often after seeking to timecode T users wish to see the
subtitles that should be shown at that particular moment T. However,
this is not possible for a splitter without seeking to a point well
before the actual seek point T, reading all elements and finding a
subtitle frame that might still be displayed at T. With the proposed
change a muxer could include all subtitle blocks and their duration in
the cues and a splitter would have all the information required to
display the subtitles directly after seeking.
