[Matroska-devel] <ChapterTrack> and <ChapterTrackNumber> Tags

Tags are not meant to select anything during playback. They are meant to
just describe the content.

Chapters and Chapter codecs could do what you want. But there is currently
nothing in the chapter codecs that can select a track if another is selected
(if that's what you want to achieve).
