I'm quite positive it doesn't use a RIFF header.  I really don't know 
what it uses though.  I assume you are talking about Linear PCM.  You 
could look in the dvd2avi sources to figure out how it detects the 
samplerate etc..  I don't think the regulare MPEG spec defines this but 
I could be wrong.
