Nop, that's not the philosophy inside matroska. What is inside a Block 
is unknown to the container. If you want to do such thing, you need some 
extra code (specific to a codec) that will find back the frames inside 
the block. That's why it's not encouraged (unless you don't need any 
editing for your file, which is what "publishers" just need).
